Structure and Governance of DOPR
The Directorate of Media and Public Relations (DOPR) at the University of Duhok (UOD) is an integrated, collaborative, and forward-thinking body composed of specialized offices and skilled professionals. As the university navigates a fast-evolving digital world, DOPR ensures that communication, media engagement, and branding efforts are strategic, coordinated, and impactful.
At the heart of DOPR is the belief that a digitally literate university community — led by timely, accurate, and well-managed public information — is essential for student success, institutional growth, and global recognition.
The DOPR is led by the Director of Media and Public Relations, who oversees all strategic functions and ensures alignment with UOD’s mission and vision. DOPR is part of the University President Office and reposting directly to the president of the University.
The Directorate’s governance body is the DOPR Board, composed of:

Coordinate strategy and annual planning
Review performance and policy implementation
Develop cross-office projects and campaigns

Each sub-office plays a distinct role in strengthening UOD’s identity and visibility. Together, they function as one cohesive media engine.
Manages internal communications, media engagement, and storytelling. Shapes UOD’s institutional voice and narrative.
Produces official press releases, statements, and announcements. Interfaces with news media and showcases academic achievements.
Leads the design and delivery of academic and ceremonial events. Ensures strategic visibility and flawless execution of University functions.
Manages digital content, storytelling, and preservation of the university’s multimedia archives. Powers UOD’s digital presence and legacy.
Audits and verifies all web-published content for accuracy, quality, and SEO compliance. Maintains a unified and authoritative online voice.
Implements brand strategy, marketing campaigns, and visual standards. Safeguards the integrity of UOD’s public image.
Builds partnerships with government and community stakeholders. Supports advocacy and regional impact initiatives.
